The short answer
Turo’s page about additional drivers on a trip (host-facing): the guest who booked is the primary driver. They are financially responsible for anything that happens during the trip — including incidents, damage, or violations caused by their additional driver. Someone Turo has approved to drive on that trip is an additional driver. Turo notifies you when that driver is approved and shows the name on the trip Details page.
Turo’s page about adding a driver to a trip (guest-facing): the primary can request up to eight additional drivers at no extra cost, any time after booking. Turo suggests submitting the request at least 24 hours before start so the extra driver can create and verify an account. They can also add a driver while the trip is in progress.
Hosts are not able to approve an additional driver. If a guest asks you to, send them Turo’s adding-a-driver instructions. Giving verbal consent or otherwise allowing an unapproved driver to drive will void your protection plan.

How the guest adds one
Copied from Turo’s adding-a-driver Help. Send the guest that page. Do not collect a license photo in iMessage and “add them for them.”
Additional drivers must get approved to drive on Turo, have or create their own Turo account using an email not associated with any other Turo account, meet Turo’s age and license requirements in the country where the trip takes place, and meet the age bar for that vehicle class. More expensive cars sit higher. Guest age by class is on Turo guest age.
Approval status lives on the trip Details page. If the extra driver gets an approval email, Turo says they can drive even if the status display has not caught up. Turo will not discuss that driver’s approval status with the primary. You are not the screening desk.
Pickup, return, and check-in
Turo’s host additional-drivers page: the primary guest must be the one to pick up and return your vehicle. Do not give the car to anyone who is not listed as the trip’s primary driver. Doing so will void the protection tied to your earnings plan. Contact customer support and report it as a guest no-show.

License at check-in: you do not confirm an additional driver’s license. You do refuse if the license at check-in belongs to an additional driver. The primary uploads their license. Cost
Turo’s adding-a-driver Help prints “up to eight additional drivers at no extra cost.” That is not occupancy. That is not a host Extra. Do not invent a second-driver line item, a cash hold at the lockbox, or a homemade Extra named “additional driver.”
Same article’s FAQ: drivers under 25 must pay young driver fees. This fee cannot be removed or refunded at the end of a trip. That page does not print a dollar amount. This page will not invent one. Turo’s US booking Help is where the young-driver fee is described as varying — Turo guest age. You do not add a second off-platform “under 25 tax.”
The homepage calculator still starts at $60/day, 50% occupancy, $500 fixed, $25/trip, a $60 maintenance reserve, 80% Balanced. Those are planning numbers so they can be changed. An additional driver is not a $60/day forecast and not a host fee.
Changing the primary
Turo’s host additional-drivers FAQ: if a guest wants to make their additional driver the primary driver, they must cancel and have the new primary rebook. The primary is fully financially responsible. They must pay for the trip, and Turo must have a payment method in the primary driver’s name — they may not use anyone else’s payment method.
Turo does not permit guests to book a trip for someone else. The trip must be booked by the intended primary so Turo can confirm eligibility and payment method.
